Job Description

Job Purpose:

  • Manage the rent collection processes for the Council’s commercial and industrial portfolio and ensure that targets and deadlines are met.
  • Identify issues and trends, highlight any potential risk and recommend remedial actions where potential shortfalls are identified.

Job Accountabilities:

  • To support and advise the Head of Commercial Estate and Area Estate Managers on debt management and recovery, invoicing and rent, budgetary and other financial forecasting and reporting.
  • To undertake debt management and recovery on more complex casework.
  • To hold commercial rent deposits (approx. £100k) in line with Financial Regulations and reconcile deposits at year end. Submit balance sheet for council’s annual closure of accounts.
  • Provide budgetary information to the Estates and Valuation Manager and Central Finance on rental income.
  • To supervise and oversee the Commercial Rent team to deliver a professional and high quality rent.
  • Carry out rent management service, including rent collection and debt recovery including issuing invoices, accepting and monitoring payment arrangements, recommending appropriate course of action to address arrears, instructing external solicitors and in-house solicitors through to legal action, giving evidence in the county court and liaising with insolvency practitioners and trustees in bankruptcy.
  • To supervise and oversee the team on Manage the re-charge and reconciliation of insurance premiums, service and management charges and associated mechanisms for commercial tenants.
  • Supervising the Invoicing & Tenant Liaison Officer and supporting the Area Estate managers to liaise with the manager, customers, clients and internal colleagues on cases that need to be verified as required.
  • Working with the Head of Commercial Estate and Area Estate Managers, to analyse data on invoicing, rent collection and debt management and the preparation Lead on the preparation of various reporting documents in line with corporate accounting timetables and deadlines (year end, estimates, budget monitoring etc.), including IFRS and Liability Report.
  • Responsible for Managing, mentoring, training and supervision of the Assistant Commercial Rent Officer.


  • A subject matter expert, experience of leading ICT based projects within a Property Asset Management environment; working to time, budget and quality in a large complex organisation.

  • Experience of managing a mixed and varied workload of conflicting priorities responding effectively to the needs of all customers.
  • Experience of report writing and communications for a variety of audiences, demonstrating numeracy and literacy, and applying subject matter expertise.
  • Experience in dealing with a range of complex and contentious matters requiring a consistently high degree of support, persuasion and advocacy and an awareness of major policy objectives.


  • Relevant professional qualification and/or demonstrate relevant experience to meet exacting professional standards.
  • Recognised programme or project management accreditation – eg. Prince2, Managing Successful Programmes.
