3-4 months contract with a Local Authority

Job Summary:

To actively deliver a professional Human Resources Advisory and Policy service to a range of identified customers to support them on complex HR issues, providing professional advice and guidance to support them in the day to day operational management of their services.

The role is part of a shared service and while the role will predominantly focus on the activities of a borough; a group of schools and academies; and/or or other traded partners, there is an expectation that individuals will work flexibly across all areas where their expertise is required, to support the best use of HR resources to meet fluctuations in demand.

Where opportunities to develop and improve HR policy and practice are identified, there is a responsibility to look to apply these across all partners to support the delivery of co-ordinated solutions and align HR policy, and practice to simplify, standardise and enhance HR service provision.

The postholder will be allocated a specific Senior HR Advisor or HR Advisor, but is expected to work closely with other Employee Relations Managers to effectively manage the work allocation.

Key Duties/Accountabilities

Review, develop and implement HR policies and procedures, transactional and operational processes, to contribute to a culture of continuous improvement and customer focus and maintain good practice, reflect changing legislation, streamline processes, and best meet organisational objectives, utilising a managed risk approach.

Where appropriate, discuss/consult trade unions on changes and develop and deliver necessary briefings, management workflows and training sessions to better enable management, help embed new ways of working, and support managers to self-manage non-complex employee relations matters.

Work with colleagues across the HR service to deliver HR development projects and new approaches as part of the wider HR Strategy and development, providing customer insight and localised support to enable fast and effective organisational change and transformation, to meet increasing customer expectations and improve value for money.

Essential Experience Required:

Experience of employment legislation, HR policy and procedures and experience of interpreting and applying this to inform HR policy and support the business is essential.

Significant experience of advising managers through change processes and on employee relations issues and investigations, with an understanding of the business and implications involved, then of providing practical HR support is essential.

Experience of providing and delivering a range of successful HR interventions within a large organisation, to a range of services and audiences at all levels is essential.

Experience of the strategic objectives of an organisation and how this relates to the HR and OD function is essential.

Essential Qualification Required:

Bachelor's degree with honours; Graduate certificates & diplomas; Some professional qualifications; and equivalent qualifications, or evidence of demonstrable application in the course of experience is desirable.

Evidenced by being a Chartered Member of the Chartered Institute of Personnel and Development (CIPD), equivalent qualification and/or evidence of equivalent knowledge and experience is essential.

Working hours: 36 hours per week.
