Job Summary:
Financing net zero is a major barrier to the delivery of Climate ambitions. Government has worked with its innovation agency, Innovate UK, to design it's Net Zero Living Programme to tackle non-technical barriers such as finance to Net Zero delivery.
As part of this Programme, Cambridgeshire County Council is funded through the PANZ Project, Peterborough Accelerating Net Zero, to develop financing options for a range of Net Zero solutions needed in a place' to test their viability and replicability.
The outcome of the project work is to develop and test the evidence base for a new Net Zero Asset' or equivalent model, with investors, and apply this to a real-life case study to attract funding into a place for net zero delivery.
Key Duties/Accountabilities
Build wider understanding and knowledge in the Council on the complex challenges of financing place-based net zero delivery for urban and rural communities.
Lead the development and testing of portfolios of net zero projects with investors to build an evidence base for place/neighbourhood-based investment in Net Zero.
Test and iterate the concept of a Net Zero Asst class or similar model. drawing on best practice models from other places, as well as ideas generated within the PANZ project.
Build strong working relationships with all PANZ project partners to work positively with them to secure the very best outputs for the project.
Representing the Council at all PANZ project meetings, embodying the Council's expected behaviours when working with key industry stakeholders and the grant funders.
Develop and grow strong professional networks, strategic collaborations and relationships with key internal and industry stakeholders to support effective delivery and buy-in for the project outputs.
Essential Experience Required:
Experience of financing and investment models, including process to develop and establish new models, particularly those applicable to the financing of new project portfolios is essential.
Experience of different sources of financing, and their application to environmental or social projects is essential.
Experience working with Investment strategies and fund management for clients is essential.
Essential Qualification Required:
Degree (BSc, MA, MSc, MBA) or professional qualification in financial modelling, economics and accounting, or equivalent experience is essential.
Additional information to note:
Working hours: 37 hours per week.
The role is Hybrid (Sackville House, WFH available and flexible, with some F2F meetings).
