Job Summary:
To provide a high quality, responsive and cost effective Parking Permits Service which meets the diverse needs of the community and complies with statutory requirements, Council policy, guidance and codes of practice.
To provide specialist advice to front line staff and customers in respect of cases presenting unusual circumstances or complexities, and/or where the exercise of discretion is required to resolve the issues presented by the customer.
To deal with applications for any parking permits issued by the Council providing an impartial, responsive, helpful and professional service to each customer.
To assist in the operational efficiency of the Council's permits schemes by maintaining an up to date knowledge of the permit schemes, parking policy (as respects permits) and the work carried out by parking service partners, and identifying discrepancies, omissions and the potential for fraud and recommending remedial action
Key Duties/Accountabilities
To be responsible for correctly processing applications for parking permits submitted by post and via the Web.
To be responsible for providing sound specialist advice on any aspect of the Council's parking permit schemes to Members, senior managers, customers and colleagues.
To be responsible for providing members of the public with accurate information and advice in relation to the Council's parking permit schemes and general advice in relation to any other parking or highway/transportation issues. This will include dealing with irate and/or distressed customers by telephone.
To undertake all aspects of permit administration, assessing and processing permit applications and taking decisions on their validity, exercising discretion where necessary, and advising applicants of the outcome in writing or over the phone.
To be responsible for accurately receipting payments, dealing with payment enquiries, reconciling and balancing at the end of the day and ensuring all financial procedures relating to permit issue and payments are adhered to.
Assist in carrying out audits of permit issues to ensure permits are issued in accordance with policy and procedure.
To be responsible for investigating difficult and complex applications and cases (as referred by One Stop Shops, Customer Contact Centre and Cashiers) and resolve in accordance with Council Policy, as necessary speaking to the customer to obtain further information and exercising discretion in order to come to a satisfactory solution.
Essential Experience Required:
Experience with ability to plan, programme, deliver and monitor projects and programmes of work, in line with agreed timescales and outputs; ability to contribute to cross service/agency project is essential.
Experience of developing effective partnerships within the council, with the private sector and other external agencies - both statutory and voluntary. (The post holder will seek out new initiatives for partnership working in the delivery of services in accordance with best practice and council policies) is essential.
Essential Qualification Required:
General education qualification is essential.
Additional information to note:
Working hours: 35 hours a week.
The role is Hybrid; Initially full time in the office and when up to speed there may be an option to do 2 days from Home.
