Job Summary:

  • Enfield's Street Homelessness Service was established to operationalise the Council's strategic aim of ending rough sleeping and to deliver the key services, schemes and initiatives set out in the various funding programmes.
  • The Somewhere Safe to Stay Hub will play a key role in the ending rough sleeping through the rapid assessment and resettlement of people who have experienced street homelessness. The hub will also provide emergency accommodation and support to people who have experienced street homelessness people in Enfield.
  • The Rapid Assessment & Resettlement Practitioner will provide high quality and comprehensive assessments and resettlement plans to the service users that will empower them to plan, work towards and achieve Personal Housing Plan outcomes.
  • You will also collaborate with Specialist Coordinators and Housing Coordinators to develop and deliver service user's Personal Housing Plans and other homelessness duties.
  • You ensure all service users' documentation is relevant and updated and that data is accurately entered into the various IT systems.
  • Contribute to efficient service delivery as an individual and as part of a team, in accordance with local policies procedures and legislation, including shift work.

Key Duties/Accountabilities (Sample):

  • As required within the service, work with service users to assess, design, plan, implement Resettlement Plans and Personal Housing Plans as directed by the line manager to maximise individual service user opportunity and development.
  • Work effectively to meet aims, objectives and targets of the Team, Street Homelessness Service and wider Sustainable Housing / Housing Advisory Service - namely the rapid assessment and resettlement of people who have experienced street homelessness.
  • Collaborate with Specialist Coordinators and Housing Coordinators to develop and deliver service user's Personal Housing Plans and other homelessness duties.
  • Ensure all service users' documentation is relevant and updated and that data is accurately entered into the various IT systems.
  • Assist with establishing, developing and sustaining effective working relationships with service users.
  • Provide appropriate and practical assistance and support to meet the needs and requirements of service users, individually and as a team.
  • As agreed within the service to undertake the role, duties and responsibilities of a case worker.
  • To assist the Manager/Senior in ensuring that service users have appropriate access to advocacy and where appropriate to the service, are empowered to self-advocate.
  • Actively support and promote the inclusion and participation of service users using a range of interventions e.g. group work, user participation.
  • As discussed with the line manager, undertake relevant training and contribute to team workshops and other learning opportunities to promote good practice.
  • Co-operate and work with other professionals, carers and professional agencies involved in supporting service users and their families.
  • Be an active and constructive member of the team and assist in planning and implementation of events, groups and outcomes that achieve positive outcomes for the service and service users.
  • Comply with the Council's financial regulations and be aware of the resources available within the specialist area, including other sources of funding so that maximum benefit is obtained for service users within budget.
  • Comply with a range of statutory requirements and legislation as directed by the line manager.
  • Comply with the Council's data management policies and maintain accurate and up to information using the electronic recording system.
  • Carry out all accountabilities in compliance with the Council's Policies and Procedures.

Skills/Experience:

  • Ability assesses, design, plan, implements Resettlement Plans and Personal Housing Plans.
  • Ability to ensure all aspects of casework is carried out in accordance with relevant legislation, strategies policies and initiatives set.
  • Ability to establish, develop and sustain effective working relationships with service users and partners.
  • Ability to ensure service users' documentation is relevant and updated and that data is accurately entered into the various IT systems.
  • Ability to constantly achieve performance targets and objectives.
  • Experience of working with and assisting people who have experienced street homelessness.
  • Experience of working collaboratively to develop and deliver Resettlement Plans and Personal Housing Plans.
  • Experience of shift work, including nights and weekends.
  • Good knowledge of welfare, housing and homelessness policy, strategies, legislation, and case law, and its implementation within a statutory homelessness service.
  • Good knowledge of Health & Safety, Safeguarding, Social Care and Equality policy and strategies.
