5 Months contract with a Local Authority

Job Summary:

The team is currently short staffed and is due to undergo a piece of transformational work to refit it into the business ensuring the requirements and obligations of the new Procurement Act are implemented and embedded.

Criticality for Business - In order to stabilise the operations of the Construction & FM category, in line with the other two categories, this post is essential to give suitable management and guidance to the workstream and support =the new Senior procurement roles in the reorganisation of the team.

Key Duties/Accountabilities:

undertaking the assembly of Tender Packs (Invitation to Tender / Request for Quotation) and can demonstrate experience working with Client Project Teams / Internal Departments (Legal / Insurance / Data Officers / etc) to assist with drafting documents with the Client Project Team and ensure the Tender Packs are complete with all relevant information (including weightings and sub-criteria).

All as supported and guided by the Category Manager. This may include experience of supporting market engagement activities.

Link to wider organisational objectives/plans - Linked to MTFS 1% saving and wider culture change programmes.

Impact on Service if post is not recruited to. This is a critical role for the team to give stability to day-to-day operations.

For a MFS, provide market data to justify the request. Previous incumbent was £625 per day.

Provide benchmarking data for daily rate of Agency staff recruitment, especially where the rate is £250 and above. As above.

Management of interfaces with Council Stakeholders to address any issues / provide support and advice.

Work flexibility to undertake work in other categories as may be assigned by Head of Procurement of Construction and FM category manager.

Essential Experience Required:

2 Years experience of managing end to end procurement exercises within a Local Authority or other equivalent Public Body which is subject to the Public Contract Regulations 2015 (as amended) and the organisations Procurement Procedures is essential.

At least two years' experience of applying PCR 2015 or advising clients to ensure compliant procurement processes is essential.

Experience of dealing with the post tender submission evaluation process is essential.

Experience of over threshold procurements (including frameworks) is desirable.

Experience of using large Public Buying Organisations (PBOs) frameworks for CallOff Contracts e.g. ESPO, YPO and CCS is desirable.

Essential Qualification Required:

A good general standard of education, written and good verbal skills is essential.

Additional information to note:

Working hours: 35 hours per week.

The role is hybrid with two days in the office.
